The rota is the first document CQC asks for. Here is what strong Safe staffing evidence looks like beyond the numbers.

The rota is where staffing evidence begins. It covers numbers, skill mix and bank and agency usage. In a care home or any other adult social care service, inspectors know this: it is the first document they ask for.

The Safe staffing KLOE, however, covers considerably more than staffing numbers. It asks whether staffing is genuinely safe.

A rota records who was on duty. Competency, supervision and support determine whether staffing is genuinely safe.

What the Safe staffing KLOE covers

The Safe staffing KLOE has a broad scope (CQC, 2026). It covers safe recruitment, staffing levels, skills mix and workforce capability. Learning and development, supervision and performance management are also within scope.

Regulation 18 requires providers to deploy sufficient numbers of suitably qualified, skilled and experienced staff. The framework goes further, asking whether staff are supported, supervised and developed to carry out their work safely.

Three areas of evidence beyond the rota

Supervision records. At Good level, the framework expects induction, supervision and appraisal processes that support staff development. Supervision should be regular and substantive, covering practice, competency, wellbeing and learning. Records of genuine professional conversation carry weight across both the Safe staffing and Well-Led KLOEs. The timestamped audit trail those records create also matters: supervision records that cannot be dated or attributed are weaker governance evidence.

Competency evidence. Training records confirm attendance. Competency evidence demonstrates understanding and application in practice. The framework is explicit: training should be embedded and refreshed regularly. Competency should be assessed at appropriate intervals (CQC, 2026). Records of verbal or observational competency assessments provide strong governance evidence.

How the service responds to staffing pressure. What your service does when someone calls in sick at short notice is a live test of staffing governance. A documented process, covering how cover is arranged, how decisions are recorded and what escalation looks like, shows the system works under pressure. Services operating below establishment should document how risk is assessed and managed. Staff who feel well-supported and properly staffed will say so when an inspector speaks to them without a manager present. Safe recruitment

DBS checks and references are the floor, not the ceiling. Recruitment and disciplinary processes should be safe and effective, and their equality impacts should be reviewed. Values-based recruitment, including assessed scenarios and specific questions about ethical dilemmas, is what the framework increasingly recognises as good practice (CQC, 2026).

An inspector will ask how you recruit. Having a documented approach, with records of how values were assessed during interview, answers that question.

Agency staff

Services that regularly use agency workers face a particular challenge. Agency staff are often new to the people, the environment and the service's processes. The framework includes agency staff in its expectations for training and supervision. A brief induction for agency workers, with completion records, is strong, straightforward evidence.
